SCHOOL-BASED SUMMER
LEARNING


 

New to the district during July and August, several elementary,
middle and high schools will be running school-based summer learning opportunities
for their students focusing on science, math, social studies, language arts and
physical education/personal wellness and more. In addition, many programs will
take place outdoors using outdoor classrooms and learning spaces. Schools that are
participating will be sharing information with families.

ONLINE COURSES FOR HIGH SCHOOL STUDENTS

 

The Department of Education and Early Childhood Development is
offering free summer learning courses for students entering grades 10, 11, or
12 in the upcoming school year and those who graduate in June 2022. To be
eligible to participate, students need to be registered in a New Brunswick High
School, in June of this year, in one of the four Anglophone districts. All
courses are online.

(NRCan) selected Bliss Carman Middle School to receive the prestigious 2022
ENERGY STAR® Canada Award for being the highest ENERGY STAR Certified K-12
school in Canada in 2021.

 

 
 

ENERGY STAR Canada is a voluntary partnership between
the government and more than 1,000 organizations working on using natural
resources more wisely through greater energy efficiency. This year was the
first time NRCan separated schools into their own award category, and Bliss
Carman Middle School had the unique honour and distinction of being the
inaugural winner. "Having the real work of energy savings be recognized by
this award is a proud achievement and demonstrates the school district's
commitment to energy management in our buildings," says Shawn Tracey,
Anglophone West School District's Director of Finance and Administration and a
key leader in the district's sustainability efforts. "This award also sets
a good example to the students that their school's impact on the environment
matters."

 

 
 

Equipped with heat recovery systems and
state-of-the-art building management controls, Bliss Carman Middle School was
built in 2009 with energy efficiency in mind. In 2018, the school district's
facilities team shifted to incorporating energy management as part of their day-to-day
operations, and with the help of the school's custodians, staff and students, they
have been able to uphold their commitment to efficiency. Benchmarking energy
consumption, setting improvement objectives, monitoring and optimizing operations,
implementing energy-efficient upgrades, and making smart choices like turning
lights and electronics off when not in use have made this award-winning school
a shining example of how energy management works.

 

 
 

In 2021, compared to the national median, the school
prevented 163 metric tonnes of greenhouse gas emissions, which is the equivalent
of 50 cars off the road. According to Tim Cross, Energy Manager, Service New
Brunswick, who works closely with the school district on their energy management
plan, this is a result of teamwork. "Everyone is working together to make
a difference - from the government who designed the school and provided the bones
to be an energy-efficient building to the district team and the students and
school staff who proudly take care of it. Everyone strives to be aware,
understand their personal impact on the environment, and do better."

 

 
 

Anglophone West School District has recently adopted
an energy management policy and continues to work on reducing energy
consumption district-wide. So far, it has one other ENERGY STAR Certified
school in its midst and is working on getting more schools on board in the

Title: Covid-19 Measures Lifted - Next Steps as of March 14, 2022

Dear ASD-W Families,

 

Last week the province
announced that all remaining COVID-19
measures would be lifted on Monday, March 14, with some exceptions in
vulnerable areas. This means that there will be some significant changes for
our schools:

 

1.     Masks will no longer be required, at any time,
in our schools or buses.

 

2.     Effective immediately, proof of vaccination will
no longer be required for students to participate in extracurricular and sports
activities. Students wishing to join clubs, committees, and other
activities may do so regardless of immunization status. Also, spectators
are now permitted to attend all applicable extracurricular activities without
proof of vaccination. Please note: sports teams currently in
mid-season will continue to follow the vaccination protocol, and no new
unvaccinated players will be permitted to join at this time.

 

3.     At this time, proof of vaccination will remain a
requirement for all public servants (including those in education) as well as
volunteers in our schools.

 

4.     After today, March 4, families will no longer
need to inform the school if their child tests positive for COVID-19, and we
will no longer be updating the COVID-19 Dashboard. However, as with missed time
for any reason, families will still be responsible for informing the school of
their child’s absences.

 

5.     Isolation rules are no longer in place. As
always, if your child is feeling unwell and displaying illness, cold, or
flu-like symptoms, you are advised to keep them home until they are feeling
better.

 

It is important to note
that while students and staff will no longer be required to wear a mask in
school, some will still choose to do so. This will be a personal choice. We
understand that our families will have different perspectives on COVID-19
safety measures. While some families are relieved to see the protocols ending,
there are families, students, and staff who will experience anxiety as
restrictions and safety measures are lessened. Everyone has experienced this
pandemic differently, and we ask that everyone be treated with respect and
kindness.

 

While formal safety
measures will be lifted, it is important to encourage your children to continue
frequent hand washing/sanitizing, proper cough/sneeze etiquette, and monitoring
for symptoms of illness. If your child or any of our staff is more comfortable
wearing a mask, they are welcome to do so.  Hand sanitizer will continue
to be available in schools.

 

We are again permitted
to hold extracurricular events such as dances and end-of-year activities. There
is much planning and organizing in the lead-up to these events, and schools
will have to assess what is feasible and what resources they have available.
Schools will be in touch with their families in the coming months with plans
for the end of school year activities.

 

We understand that each
family’s readiness and comfort level may be a little different at this time.
However, we hope that our students will feel optimistic upon returning to
school after the March Break. We thank staff, students, and families for
their cooperation during this time of the global pandemic.

Dear ASD-W Families,

 

The province of New Brunswick has moved to Level
1 of the Winter Plan. As a result, updates to the Healthy and Safe School Guidelines are now available online and are outlined below
for your convenience.

 

SYMPTOMS

 

Under the Level 1 Winter Plan, Public Health has
updated the guidelines on what to do if you have symptoms.

 

Students and staff with one of the following symptoms
should isolate and get tested for Covid-19:

 
fever
loss
of sense of taste
loss
of sense of smell
 

Students and staff with two or more of the following
symptoms should isolate and get tested for Covid-19:

 
a
new cough or worsening chronic cough
difficulty
breathing; runny nose
sore
throat
headache
diarrhea
new
onset of fatigue
purple
markings on fingers or toes of children
 

ISOLATION

 
Unvaccinated
students who test positive will be required to isolate for ten days before
returning to school or five days for fully vaccinated staff and students.
Students
and staff members are also required to isolate if a household member tests
positive.
Staff
and students are considered fully vaccinated 14 days after their second
dose of vaccine.
If
a student or staff member tests positive for Covid-19 while they are
isolating, their isolation period will start over. The isolation period of
other household members is
not extended
 unless they also test positive for
Covid-19.
Fully
vaccinated students who test positive must wait five days following
their isolation before participating in any extracurricular or intramural
activities.
 

Under level 1 in the Winter Plan, masking requirements have not
changed. We encourage all students to bring at least two well-fitted,
three-layer masks to school each day as per Public Health guidance.

Title: Four School Closures on February 11 Due to Planned Demonstration in Fredericton Downtown Core

Dear Parents and Guardians of
Connaught Street Elementary School, Priestman Street Elementary School,
Montgomery Street Elementary School and George Street Middle School,

 

As you may be aware, there is a
planned demonstration in the Fredericton downtown core and surrounding the
legislative buildings starting tomorrow, Friday, February 11. The protest aims
to impact traffic and can also impact schools and school bus routes. With the
possibility of disruption, and to keep things simple for families, nearby
schools - Connaught Street Elementary School, Priestman Street Elementary
School, Montgomery Street Elementary School and George Street Middle School -
will be closed tomorrow and there will be no expectation for student learning.

 

We will continue to monitor the
situation over the weekend and communicate with families if there are any
additional impacts.

Title: Return to In-Person Learning - January 31, 2022

Dear Parents and Guardians of Anglophone West School
District

 

Starting today at 11:59 p.m,
the province will return to Level 2 of the pandemic recovery plan. This means,
on Monday, January 31, schools across New
Brunswick will welcome students in grades Kindergarten to 8 back into
classrooms for in-person learning. Please note that the last day for Semester 1
in the high school setting is today, January 28.  As per the annual school calendar, there are
two “Turn-Around Days” that take place on January 31 and February 1 which allow
for high school staff to effectively end Semester 1 and prepare for Semester
2.  The first day of classes for students
in Grades 9 to 12 is Wednesday, February 2.

 

With the provincial move to Level 2, the district will
follow the Department of Education and Early Childhood Development’s Level 2
guidelines in the Healthyand Safe Schools Winter Plan (K-8) and the Healthyand Safe Schools Winter Plan (9-12). By following this plan and being extra
vigilant with mask-wearing, social distancing, hand-washing and
self-monitoring, we are making our schools as safe as they can be.

 

However, the continual rapid spread of the Omicron virus is
still a concern, and it is anticipated that cases will rise over the coming
weeks. If required, the district has a contingency plan to fill teacher and
staff absences to minimize disruptions to student learning. A cancellation of
classes or move to “learning at home” will be made for classes or schools only
as a last resort if we are unable to safely operate or if Public Health advises
us of the necessity to do so. We ask that parents continue to notify their
school if their child tests positive for Covid-19. In addition, we will provide
daily updates on our Covid-19Dashboard, as we’ve been doing for the past two weeks.  The information on this dashboard may change
as adjustments are made with provincial reporting expectations. 

 

As a reminder, in Level 2 of the Healthy and Safe Schools
Winter Plan, masks are required in classes and common spaces and may be
necessary outside if physical distancing between class groupings is not
possible.

 

If your child develops a new or worsening symptom, please
keep them home and registerfor a test. For the most up-to-date Covid-19 information, please visit the
provincial LivingWith Covid-19 website. If you have questions specific to your school,
please contact your school directly. Questions regarding the current Covid-19
Winter Plan Guidelines can be directed to education.covid@gnb.ca.

Title: New Process for Responding to Covid-19 as of January 17, 2022

Dear Parents and Guardians,


Due to the significant rise in Covid-19 cases in the province, Public Health will no longer be solely responsible for informing the school district of new cases, conducting contact tracing and providing notification letters for close contacts. As a result, there will be changes to how the public school system responds. Most importantly, schools and districts will no longer be sending notification messages home to families when a positive case is identified. However, even though we have had to make adjustments to our usual practise, we are committed to providing continuous communication to keep you safe and informed.


Starting Monday, January 17, if a student or staff member tests positive with a PCR test or POCT (rapid test), they are asked to notify their school principal immediately. The district will then post all notifications we receive to a new Covid-19 Dashboard available on the district website. The dashboard will identify the case exposure site (school or office) and date(s) of known exposure and will be updated Monday – Friday between 4:00 – 5:00 pm.


On this site, you will also find important information on:

What to do if your school is identified as a Covid-19 exposure site (including Public Health general notification letters to refer to when there is a case at your school)
How to report a positive Covid-19 test to your school principal
When your child can come back to school after testing positive
What to do if your child has new or worsening symptoms
Covid-19 website links to GNB and the Department of Education and Early Childhood Development

Again, the schools and district will no longer use School Messenger emails, phone messages, and text messages to notify families of new cases. If you would like to be informed of cases that get reported to schools, please use our website for notifications. We encourage you to check it daily, each evening.


Please be advised that at this time, learning from home will continue until January 28, except for students who have been invited to learn in person. These students should continue to come to school daily. Please also note, now that we are in Level 3, all extracurricular activities are cancelled.


We ask that you continue to make yourself aware of and follow all Public Health directives.

Title: January Return to School - Home Learning and Covid-19 Updates

ASD-W Families,





 

Last
week the Province announced that there will be no classes on Monday, January 10
and that students will move to at-home learning from Tuesday, January 11, until
at least Friday, January 21. Depending on the status of Covid-19 in the
province, at-home learning may be extended beyond that date. The situation will be re-evaluated during
the week of January 17.

 

At-Home
Learning


 

Our
staff are working very hard to prepare meaningful learning opportunities for your
children as we make this move back to learning from home. Please watch for information
on learning plans and expectations from your child's school or teacher. Some students
with exceptional needs will be permitted to attend school in person during this
time. Schools will reach out directly to families of these students with more
information.

 

Grades
K-5
:
Learning packages will be distributed starting Monday. More information will
come from your child's school. Learning packages will provide meaningful work
to support the continuation of classroom learning and specific learning
outcomes. Resources will be primarily paper-based. However, some online
opportunities may be offered. We understand the challenges with child-care
faced by families and that the ability to connect online will vary amongst students.

 

Grades
6-12:
Schools will provide an opportunity for students to pick
up books and learning materials starting Monday. More information will come
from your child's school. Learning will be primarily online through Microsoft
TEAMS, with additional meaningful learning provided through independent
homework, projects, readings, virtual group work, etc.

 

Middle
schools will provide loaner devices wherever possible. However, devices are
limited. For middle school students where online learning does not occur, other
options for learning will be made available.

 

Teachers
will be continuing classroom concepts and specific learning outcomes. Assessment
will continue, and attendance will be taken. Students are required to engage in
learning and keep up with new materials and assignments that are introduced
during this time. If this is a struggle, please communicate with your teacher.

 

Public
Health Updates


 

The Province has moved
schools to at-home learning due to the rapid spread of the Omicron variant of Covid-19.
As such, Public Health has made fundamental shifts in its approach to testing,
isolation, and contact tracing. You can find the most updated Covid-19 news and
guidelines here.

 

Communicating
a case


 

It is
now up to the family of the student who tests positive to notifyclose contacts, including the school. A general notification for new
positive cases in our district will be shared with our school community daily
or as needed. More details on how this will occur will be communicated next
week.

 




 

Isolating

 

Students
who test positive will still be expected to isolate, along with their close
household contacts. However, the isolation period has been shortened to 5 or 10
days, depending on vaccination status. Students identified as close community
contacts (or non-household contacts) are expected to monitor for symptoms. They
are not required to isolate or
complete daily rapid testing to attend school. Full details on
isolating can be found here.

 




 

Testing

 

If one
or more symptom develops, students are expected to stay home and register
online for a rapid test (POCT) or a PCR test depending on their individual risk
factors. Those who qualify for rapid POCT will be provided with a date, time,
and location to obtain their test kits. Only people registered for a rapid POCT
kit will be provided with tests. Schools will no longer be receiving rapid
tests kits from the Province for distribution. Full details on how to get

We know these are
challenging times, and we thank you for your understanding as we work to
respond to the changing pandemic. We look forward to welcoming all children

Title: Update on Return to School 2022

of ASD-W,

 


 

With the continued
rapid spread of Omicron COVID-19 cases across the province, there has been a
need to adjust plans for the return to school following the holidays, as
announced by the province earlier today.  This shift is made with the
hopes of minimizing the risk of transmission of the virus and protecting our
communities & the health care system in our province.

 

Specific to the
education system, please note the following:

 
Students
will return to a distance learning scenario on Tuesday, January 11. 
This will remain in place until at least Friday, January 21.  This
decision will be re-evaluated during the week of January 17.
Some
students who are deemed to be vulnerable or at risk or have exceptional
learning needs will be invited to attend school in person.  These
details will be finalized as we approach a return from the holidays.
The
interim measures for extra-curricular sports and activities remain in
place.  There are no extra-curricular activities for those aged 12
and under and there are only “skills and drills” and single team/group
practice for those over the age of 12 and fully vaccinated.
 

Specific to the school
system, we expect to learn more about positive case communications and rapid
testing expectations as the holidays draw to a close.  You are encouraged
to save at least two rapid tests for the days that precede a return to school
in person.  We will communicate with you again as will your school
administration/teachers.

George Street Middle School – All students, even though they are not attending school,

High School

– Anyone identified as a close contact will
receive a letter from Public Health with specific instructions on rapid
testing. Your school administrator has sent this letter or will be sending
it shortly. Close contacts should begin rapid testing immediately, and if

The action for students of HCS is as follows:

 
K-8 students who are rapid testing are required to continue

Unvaccinated 9-12 students are required to do rapid test

Priestman Street School - All students, even though they are not attending school at this time, are required to continue rapid testing daily and monitor for symptoms. If one symptom arises, please book a PCR test.
Townsview School – All students, even those already on Holiday Break, are required to begin rapid testing per the Public Health letter sent by your principal. Hayes High School,

 

Late this evening we were informed of new Covid-19 cases at both
schools. We are working with Public Health officials to identify any students
and school personnel who may have been in contact with the cases.

 

Anyone identified as a close contact will receive a letter from
Public Health with specific instructions on what to do next. Your school
principals will send these letters out tomorrow.

 

All students at both schools should plan to participate in
distance learning following their regular schedules online tomorrow, December
20.

 

While there will be no in-person classes for the day, schools will

I am writing to families of five schools tonight with updates on additional
COVID cases among those in your school community.  We have learned of
additional cases for Chipman Elementary School, Chipman Forest Avenue
School, George Street Middle School, Hartland Community School,
and Nashwaaksis Middle School.   Students in each of these
schools will continue with their learning as already defined.

 

Chipman Elementary School, Chipman Forest Avenue School, and Nashwaaksis
Middle School will remain in distance learning.  Please note that distance
learning will continue until the Christmas Holidays begin (Grades K-6 end
Friday, December 17, Grades 7-8 end Tuesday, December 21, and Grades 9-12 end
Thursday at lunch, December 23) for these three schools.

 

George Street Middle School and Hartland Community School will continue with
in-person classes.  Students must have tested negative on a point of care
test for both today and tomorrow morning in order to attend tomorrow. 
Students in Grades 9-12 who are vaccinated are exempt from testing.

 

Anyone with one symptom must self-isolate and register for a PCR test.

 

The general Public Health letter from earlier this week still

LEARNING

 

Tomorrow,
December 17, all students from kindergarten to grade 12 will move to distance
learning until the holiday break begins.

 

For K-6
students, the holiday break begins tomorrow at the end of the day. Teachers
will do a final check-in with students during the day. Please watch for a
message from them.

 

Grades 7 and 8
students will remain in distance learning until Tuesday, December 21, end of
the day. During this time students should follow their regular class schedules
via Teams or any other manner communicated by their teachers.

 

Grades 9-12

RAPID
TESTING

Families

At Hartland Community School, students in grades K-8 are already doing daily
rapid testing. Therefore, we ask that you continue to be diligent with the
testing and closely monitor for symptoms. If you have had two negative tests
within the last 24 hours, you may come to school. However, please remember, if
one symptom appears or a rapid test shows positive, stay home and booka test immediately.

 

All unvaccinated grades 9-12 students are required to stay home tomorrow and
begin testing. On Friday, December 17, you may return to school if you have had
two negative tests within the 24 hours prior. Families who do not already have
test kits can pick them up tomorrow from the school. Please watch for a message
from your principal on a pick-up time.

 

Your school principal will also be sending a letter from Public

Dear ASD-W Families,

 

This afternoon, the Province of New Brunswick
announced new restrictions and safety guidelines affecting schools across the
province. As of midnight tonight, all youth sports for children under 12 years
old are suspended until further notice, including all community use of schools
for youth sports. The Province will provide an update on when these programs
can continue again. All youth sports for ages 12 and over will be reduced to
team practices/skills and drills only, with safety precautions documented and
in place. All upcoming games and tournaments are suspended until further notice
from the Province. For sports that fall outside the jurisdiction of the
school system, please watch for official messaging from
that organization.

 

Additionally, the Province of New Brunswick
announced that classes for students in Kindergarten to grade 6 will be
dismissed for the holiday break at the end of the day this Friday, December 17,
instead of midday on Thursday, December 23. This decision was made to help slow
the transmission of the virus to students who have not yet had the opportunity
to be fully vaccinated (ages 5-11) and curb the spread to more vulnerable
members of the community. There is no expectation for learning for these grades
until school resumes on Monday, January 10, 2022. All staff will continue to
report to school next week to prepare for January.

 

As previously planned, students in grades 7-12
will continue to attend school until midday on Thursday, December 23.

 

Please also be
reminded that, as per the new Public Health order, students in Kindergarten to
grade 8 in any Health Zone 3 school with a confirmed Covid-19 case in the past
14 days will begin a daily rapid testing program immediately. In all other
schools with grades Kindergarten to 8, daily testing is encouraged but not

Due to rising case counts in the Fredericton and Upper River
Valley Area (Health Zone 3), all kindergarten to grade 8 students in schools
with a confirmed Covid-19 in the past 14 days must complete daily rapid testing

Dear Parents and Guardians of Park Street Elementary School and
Gibson-Neill Memorial Elementary School,

 

Today, we were informed of additional Covid-19 cases at both
schools. Anyone identified as a close contact
will receive a letter from Public Health with specific instructions on what to
do next. Your school principal will send this letter along with instructions on
picking up rapid tests if you don’t already have some in your possession.

 

The situation at Park Street Elementary is unique in that there is
a high number of cases (25 confirmed) within a short period of time.
Gibson-Neill Memorial Elementary School has fewer cases (less than 10);
however, we are watching both schools closely. Although the number of
cases contributes to the decision surrounding a move to learning from home,
other factors are considered, such as the number of classes impacted, the
impact with the school bus, and the impact with teams and/or extra-curricular
activities, as examples. We lean on guidance from Public Health when
making these important decisions on the health and safety of students and staff
at the school.

 

It is critical, at this time, to reinforce the
importance of following all Public Health safety measures, which include
washing hands, using sanitizer, wearing a mask, physical distancing, and
staying home, isolating, and getting tested when symptoms appear.

Dear Parents and Guardians of Park Street Elementary School and Gibson-Neill Memorial Elementary School,


Over the weekend, additional cases of Covid-19-19 have been confirmed among students and/or adults at Park Street Elementary School and Gibson-Neill Memorial Elementary School.  Whereas the number of cases is climbing and the number of classes that include cases is also climbing, we will move to distance learning on tomorrow, December 6, and Tuesday, December 7.   This means that students will not report to the building for school.  Public Health and the Department of Education and Early Childhood Development support this decision, which will help reduce the risk of transmission of the virus.  Your teacher and/or school administration will connect with you with plans for learning on these two days. 


We continue working with Public Health officials to identify any students and school personnel who may have been in contact with the cases.  Anyone identified as a close contact will receive a letter from Public Health with specific instructions on what to do next. We have learned late tonight that there are many bus students who are
considered close contacts to a positive COVID-19 case at New Maryland
Elementary School.  In order to operationalize communications for

COVID tests, school will be closed at New Maryland Elementary on Tuesday,
November 23.  This announcement will also be made through the radio
stations in the morning (Tuesday morning).

very pleased to share the news that we can welcome students and staff back to
schools on Monday, November 15.  Job action with CUPE unions across the

for the return to school are occurring across our district today.

spreading the virus.

Body: Hello ASD-W Families,

 

Thank you for your continued patience and support over the past week. We
know this has not been an easy time for students or their families, nor has it
been easy for our teachers and school staff.

 

Due to the ongoing CUPE job action, all public schools in ASD-W and
across the province will continue learning from home this coming week. At this
point, learning from home will continue until the CUPE work stoppage is over.

 

At K-2, your child’s teacher will continue making check-ins
and will be in touch regarding additional home learning kits, homework, or
other virtual and paper-based learning for this coming week. The same will also
apply for some students in Grades 3 to 8, and many of these classes
will connect virtually, wherever possible.  High school students
are expected to follow their regular class schedules online and connect every
period.

 

We recognize that learning from home presents different challenges in
different households. We hope that your child can engage as much as possible so
that learning and assessment can continue. If you need support with this,
please reach out to the teacher. Your child’s continued learning and
progress are very important and we are looking forward to welcoming them back in

The current CUPE labor action is impacting contact
management and the rapid Point of Care Testing (POCT) program available through
local schools. Public Health New Brunswick and the Department of Education and
Early Childhood Development have paused the program effective October
29th. 

 

Students identified as a close contact of COVID-19 will not
have access to the POCT kits through their local school and will be required to
follow self-isolation as directed by regional public health until  further notice.

 

For children already enrolled in the POCT program, they
should continue with daily POCT monitoring. If any child tests positive,
isolate immediately and contact the local Public Health office for further
direction.

 

Individuals who are currently self-isolating after contact
with a positive case must continue to self-isolate. If they have no symptoms,
their isolation may be stopped at 11:59 p.m. on Day 14. 

 

If symptoms develop, they are to continue to self-isolate
and request a PCR test online. If you do not have access to a computer or need
help, call 811. 

 

The Assessment Center will call you with an
appointment.  Please answer your phone.

 

Given the circumstances, delays are to be expected. We

Many families have reached out
over the past couple of days regarding the recent work stoppage and the move to
distance learning this week. Therefore, I am reaching out to you today to offer
some help in understanding the scenario as it currently stands. 

 

CANADIAN UNION OF PUBLIC
EMPLOYEES (CUPE) LOCALS 2745 & 1253


 

At the moment, distance
learning continues due to the labour action involving two specific local
bargaining groups, CUPE 2745 and CUPE 1253.

 

CUPE 2745 includes the
following: Educational Assistants (EAs), Student Attendants (SAs), School
Administrative Assistants (SAAs), Library Workers (LWs), and District
Administrative Assistants (DAAs). Some EAs are designated as essential.

 

The other local bargaining
unit, CUPE 1253,  includes bus drivers,
custodians, and maintenance repair workers. Some maintenance repair workers are
designated essential so that required building checks and emergency building
response can continue.

 

SCHOOLS WITH CONTRACTED
CUSTODIAL STAFF


 

There are 16 schools and two
district settings in ASD-W with non-unionized, contracted custodial staff who
continue to work during job action. These buildings include:

These long-term arrangements
have been in place for an extended period of time.

 

The other 53 schools and the
Woodstock Education Center are cleaned by CUPE custodial staff.

 

Early Childhood Centres in 12
of our schools remain open and functional unless closed by the operator.

 

EXTRACURRICULAR ACTIVITIES

 

Extracurricular activities for
the 53 schools cleaned by CUPE custodial staff can continue outside or at
selected offsite locations, as supervision permits.  Access to the inside of the school is not
available.

 

For the 16 schools with
non-unionized, contracted custodial staff, extracurricular activities can
continue inside and outside, as supervision permits.

 

Community use of schools allows
for the same as above, where circumstances permit.

Students in grades 3-8 may
have a mix of online learning and home learning packages, depending on
arrangements made by the teachers and connectivity opportunities for families.
Attendance will be taken where possible. Teachers are expected to connect with
families/students regularly.

 

Students in grades 9-12 are
expected to participate in online learning daily, following their daily class
schedule. Attendance will be taken. A daily connection between teacher and
student is expected.

 

We recognize that the ability
to maintain school routines, especially for younger grades, will vary. Teachers
have been asked to continue providing meaningful instruction, and students who
do not participate are at risk of falling behind in their studies.

 

Arrangements can be made to
pick up items at the school if need be. Please don't hesitate to get in touch
with the school or teacher directly to make arrangements. While the buildings
are not "open," they are accessible as required. The 16 schools noted
above with contracted cleaners have more flexibility. Schools have communicated
some scheduled pick-up times.

 

Families
with students in grades 9-12 may apply for a student laptop subsidy. Please go to thispage
to see the latest information on the process.

In
some cases, middle school students or upper elementary school students are in
need of an electronic device to log on and learn online. If your teacher
determines that an online connection is part of their learning plan and you do
not have a proper tool, don't hesitate to get in touch with your school
directly. Many schools are equipped with loaner devices. If a loaner is not
available, other learning arrangements will be in place.

 

OUR
ROLES


 

Contract
negotiations are between the bargaining units (CUPE) and the Province of New
Brunswick (Finance and Treasury Board).

 

The
superintendent works with the Department of Education and Early Childhood
Development to communicate provincial decisions, and school principals follow
these directions.

 

Please
know that teachers are not involved in any of the decision-making related to
the labour action. Their responsibility is only to continue with learning for
students as best as possible during this time.

 

We ask
that parents do their best to support their children in participating in
distance learning. Continuity helps to keep students connected and committed to
their schooling. However, we recognize that there may be circumstances that don't
permit this. Therefore, families should communicate with their children's
teachers to share the challenges and discuss proactive alternatives. If
families refuse to participate in ongoing learning, they should share this
decision with their teacher or school administration for information purposes
only. As noted above, there is a risk of falling behind. We ask that everyone
shows kindness and respect when dealing with their schools.

 

COMMUNICATIONS

 

Our
official mode of communication for the district and schools is through
SchoolMessenger. Messages will come from the Director of Communications, me or
a specific school administrator or delegate. They often include a voice
message, email and text, although not all users use all three modes of
communication. You are registered for this through your school database system.
If you are not receiving messages, please contact your school with updated
information when the work stoppage ends.

 

We
also regularly use our official Twitter account (@ASD_West) for important
alerts and updates. However, from time to time, as superintendent, I will tweet
from my own account.  I will use Twitter to
share information and items of interest but do not engage in responses to
questions on this platform.

 

Within
these first two months of the new school year, we have already faced many
challenges. Having said this, I believe we can continue to learn and grow in a
positive manner, despite the adversity we are facing.  Parent support is essential for student
success.

Dear Students and Families,

 

As you may be aware, strike votes affecting various
educational services recently took place. As a result of the vote, CUPE locals
1190, 27 45 and 1253 - whose members include mechanics, educational assistants,
custodians and bus drivers - are now in a legal position to take strike action.


 

We understand that this situation is stressful for families,
especially during a new school year. However, I want to assure you that our
experience managing the COVID-19 pandemic throughout the past year has
demonstrated that the education system is flexible and adaptable.

 

School districts have contingency plans in place to ensure
learning continues, but families must be prepared for potential disruptions in
their normal routines.

 

We understand how important it is for students to have
stability and routine to best support their learning and overall wellbeing. It
also helps support our operations across the education system ensuring that
teachers can focus on student learning and plan accordingly. That is why once a
school has been affected by strike action, students should be prepared for
sustained home learning.

 

Should strike action occur at any one of our schools:


The school will use the first day as an
operational day to have teachers and staff prepare for the move to home
learning, similar to the process used during COVID- 19 outbreaks.
Furthermore, as there may not be any notice for
strike action in schools, everyone must be prepared for unannounced early
dismissals.
As access to school buildings will be limited
during this period, it will be important for families to make arrangements with
school staff to gather any essential items left at school as quickly as
possible.
Early learning and child-care facilities located
within a school will communicate with parents directly regarding any impacts
that strike action may have on their services.
If only school bus transportation is impacted,
schools will continue to welcome students in-person. However, families will be
responsible for finding alternate means of transportation for students.
Children who benefit from having an educational
assistant will not be able to access services normally received should your
school move to home learning, but plans will be in place to ensure the
continuity of learning for all our students to the greatest extent possible.

 

While the locals have voted in favour of possible strike
action, it does not necessarily mean strike action will be taken. But, by
preparing in advance and keeping families informed, we hope to give families
plenty of time to plan ahead - including potentially making arrangements for
extended periods of home learning.

 

More information will be shared with families through the
school districts in the coming days. Please check your school district's
website and social media pages for the most up-to-date information or call them
directly.

Rapid Testing Program in Schools (COVID-19)  - Letter from Deputy Minister

 

Students and
Families,

 

In order to
provide a healthy and safe environment for our staff and students during the
COVID-19 pandemic, we continue to develop measures to minimize the impacts.

 

Education as
part of the larger Government of NB response also has a key role to play in protecting
our health care system's resources so they can respond to both COVID-19 and
non­COVID-19 health issues. As such, we are implementing a rapid testing
program in schools.

 

The rollout and
implementation of the plan will begin on October 12 and be done gradually
within our school system. Some schools will begin to put these measures more
quickly than others but please rest assured that in the coming days or weeks
all schools will be able to benefit from these new measures when needed.

 

It is likely that
you have several questions about the implementation of this new process. Please
see the attached document for answers to many anticipated questions.

Frequently Asked Questions - COVID-19 Rapid
Testing


 

What
happens when my child is identified as a close contact of a COVID-19 positive
case?


 

Beginning
October 12 in a gradual matter, unvaccinated students who are identified as a
close contact of a confirmed case will be provided with a supply of rapid
tests, depending on the last possible exposure date to the confirmed case,
along with instructions.

 

Tests may be
sent home with students or picked up by parents as soon as they are available
at a site identified by the district, depending upon when the school is
notified of a confirmed case. Districts will communicate with families via
email or voicemail to convey instructions.

 

How long
will those identified as a close contact be required have to stay home?


 

Unvaccinated
students will be required to self-isolate while they take their first two rapid
tests. Unless otherwise advised by Public Health, students will return to
school once they provide two negative tests at school and if they have no
symptoms. Depending on the time period determined, students will be required to
test daily and submit their negative results to continue attending school.

 

How do we
use the rapid tests?


 

It is
recommended that you test your child as soon as you receive the tests and then
perform a second test the next morning. The child will return to school with
their two proofs of negative tests stored in a container and present them to
the designated person upon arrival at school. It is not necessary to present
the negative test results to get on the bus.

 

Testing should
be done under parental or guardian supervision. They are responsible for
reading the test result before returning the student to school.

 

Instructions on
how to test and on the period of time required for testing will be provided
with the test kits.

 

If your child
tests positive, you should immediately isolate and book an online PCR test with
Public Health. You will need to indicate the request for a PCR test is
following a positive POCT and that the child is a student in order to be
prioritized.

 

How long
will we need to test at home?


 

Testing kits
will have an appropriate supply of rapid tests, depending on the last possible
exposure date to the confirmed case. Public Health will notify families whose
children are identified as close contacts of the date until which they will be
required to test daily. Students will be required to bring in the negative
test, stored in a container, as proof every day. Instructions for testing will
also be provided.

 

What
happens if my child tests positive?


 

Anyone who
tests positive, or has even one symptom of COVID-19, is asked to self-diagnose
and make an appointment on the Public Health website and follow the Public
Health recommendations. If the rapid test is positive, you will need to
indicate this on the Public Health website. Click on the online request tab to
be tested for COVID-19 and follow the instructions. When entering patient
information, when asked "Is the caller in a priority group?, please select
teachers and school personnel so that the request will be prioritized even if
the caller is a student and then finalize the request.

 

The school
should also be contacted for the tracking of absences and the COVI D-19
tracking process.

 

My child
is fully vaccinated, but was identified as a close contact. What should we do
in this case?


 

Students who
are fully vaccinated and have no symptoms will follow direction from Public
Health. In line with current Public Health guidance, those who are fully
vaccinated are to return to school and must self­monitor for a prescribed period
of time. If they have at least one symptom, they must stay home, self­isolate
and get a PCR test with Public Health.

 

My child
has only received one dose of the vaccine. Are they required to take the rapid
tests?


 

Yes. Students
who have only received one dose of the vaccine are not considered fully
vaccinated and are therefore subject to the same rapid screening procedures as
unvaccinated children.

 

My child,
age 12 and over, is unvaccinated, can he/she participate in after-school
activities during the testing period?


 

Students who
are able to be vaccinated (born in 2009 or before or who have received an
exemption for medical reasons) must be fully vaccinated to participate in all
extracurricular and intramural activities, held outdoors or indoors. Students
born between July 1 and December 31, 2009 will be entitled to an exception to
this requirement until October 31, 2021, when they must have received two doses
of the COVID-19 vaccine to be allowed to continue participating in these
activities. Unvaccinated students over 12 may NOT participate or engage in any
form in extracurricular and intramural activities, indoors or outdoors. Please
refer to the Healthy and Safe Schools plan.

 

My child,
under 12, is unvaccinated. Can he/she participate in after-school activities
during the testing period?


 

Yes, they can
participate in extracurricular or intramural activities, indoors or outdoors,
unless there is a Public Health advisory in effect, such as the circuit breaker
measures affecting certain areas.

 

Do I have
to prove my child tested negative, if so, how?


 

Yes, the
student must present their negative tests every day during the testing period
(stored in a container) to a designated staff person at school. In the event
that the student does not have their tests with them, the school will not
perform a swab on a student. Written consent will be required if the child does
a self­administered test school if a cartridge is lost. This may be an option
for a student if this consent is received. Otherwise, the student will have to
return home until the negative tests can be provided or until the end of the
isolation period.

 

If I am
rapid testing, do I still need to schedule a day 10 PCR test?


 

No.

 

My child
has been identified as a close contact, but school is still closed/has still
been told to isolate. Why?


 

Families should
be prepared that outbreak management decisions, and contact tracing, will
continue to be made on a case-by-case basis. This means students may still have
to learn from home for periods of time throughout the coming year as per Public
Health directives or because of operational reasons, such as lack of staff.

 

The POCT tests
aim to reduce the impact of COVID-19 on both school staff and students.

 

Do I need
to provide proof of vaccination?


 

EECD works
closely with Public Health and therefore knows the COVID-19 vaccination status
of students aged 12 and over.

 

However, some
data may be missing or incorrect. In these cases, full proof of vaccination may
be required.

 

What
happens if my fully vaccinated child develops COVID-19 symptoms?


 

Any development
of one symptom amongst fully vaccinated students should be communicated to
Public Health for a PCR test. Isolation should begin.

 

What
happens if the result on the test kit fades before sending to school?


 

If negative,
continue to send the cartridge to school even if the result has faded.
Personnel at the school will be aware that sometimes the results fade within
minutes and will trust that the result was negative. If the result is positive
appears, please keep your child at home and contact Public Health for further
instructions, including a PCR test.

come from him or me.

 

NEW RAPID TESTING PROGRAM FOR STUDENTS

 

Last week we shared information from the Department of Education and Early
Childhood Development about a new Covid-19 rapid testing program available to
unvaccinated students if there is a confirmed case at a school. This program
allows unvaccinated students who have been identified as a close contact to potentially
return to school before the end of their isolation period.

 

WHEN DOES IT START?

 

This program will begin province-wide the week of October 12, 2021, and
will be offered when there is a confirmed case within the school.

 

HOW DOES IT WORK?

 

If a school has a confirmed Covid-19 case, all students identified as
close contacts will be provided with a letter from Public Health with
information about self-isolation or self-monitoring. This has been the process
since the beginning of the school year. Now, in addition to this, if a student
is is unvaccinated, parents will also receive information regarding the rapid
test program and how their child can participate. It is important to note that
this program is only available to unvaccinated students identified as close
contacts.

 

If a student is participating in rapid testing, parents will be notified
where and when to pick up their test kits. This will either be at the school or
at a location specified by the school.

 

Students using the rapid tests will be required to self-isolate for 24
hours unless otherwise advised by Public Health. Within that time frame, rapid
testing at home will begin. If a student produces two consecutive negative
rapid tests in 24 hours and has no symptoms, they can return to school the
following day with their negative tests. Negative tests are to be brought back
to school and shown to the school’s assigned personnel.

 

Students will be required to continue taking the rapid tests each day before
school for the duration of their original isolation period. In addition, each
day, negative tests will need to be brought to school and shown to the school’s
assigned personnel.

 

If a student receives a positive COVID-19 rapid test result or displays
ONE symptom, they must stay at home and contact Public Health.

 

Students who do not participate in the program will be required to stay
home and self-isolate for the entire length of isolating time determined by
Public Health.

 

School is incredibly important for the overall wellbeing of our students
- not only for learning but for their mental and physical health. We hope that
this program will allow students to experience fewer disruptions to schooling
and help slow the spread of COVID-19 in our schools and community.

New Rapid Testing Program (COVID-19)



Students and Families,






Given the current situation of the pandemic, the Department of Education and Early Childhood Development has collaborated with Public Health on the development of a new rapid testing program for schools to minimize disruption to learning due to outbreaks of COVID-19.






Starting October 12, unvaccinated students identified as close contacts with a confirmed case will receive rapid test boxes and instructions. Test boxes will be distributed to parents directly by the school or district.






Students will be required to self-isolate for a period of at least 24 hours, during which time they are to take the first two tests. Unless otherwise advised by Public Health, students will be able to return to school as soon as they have two negative tests with no symptoms.






Students who do not participate in the program will be required to self-isolate and follow Public Health guidelines. Also, they will not take part in blended or online learning, but will be provided with homework or other projects.






Students and school staff, regardless of their vaccination status, who are identified as close contacts and who receive a positive result of COVID-19 or who present with ONE symptom, must stay at home and contact Public Health to receive a PCR test.






It was also announced today that additional measures will be implemented for communities in zones 1, 4 and the northern portion of zone 3. This is for your information only, as ASD-S is in zone 2. All schools in those regions will remain open. However, additional measures will be in place. Sports and extracurricular activities will be paused for children under the age of 12 who cannot be vaccinated in those zones. For students aged 12 and over, extracurricular activities may continue for those who are vaccinated, but no spectators will be allowed during sports or school activities (indoors or outdoors) in these areas. In accordance with public health travel guidelines, there will be no travel between those areas.






Since the beginning of the pandemic, partners across government have worked together to modify and adapt plans based on new research, experiences and evolving circumstances and will continue to do so throughout the 2021-22 school year.






Families need to be prepared for the fact that outbreak management decisions will continue to be made on a case-by-case basis. This means that students will likely have to continue distance learning at certain times in the coming year, in accordance with public health guidelines or for operational reasons.






We are aware of the upheavals that these new measures can cause. We must continue to work together to enable our students to continue learning in healthy and safe schools.

Late last night, we were informed of a new
Covid-19 case at Donald Fraser Memorial School. We are working with Public
Health officials to identify any students and school personnel who may have
been in contact with the case.

 

Today, Monday, October 4, will be a
distance learning day for all students. This will allow for
contact tracing to occur. Your child(ren)’s teacher will communicate a plan for learning
with you. We recognize that the opportunity to connect with the teacher
may vary among families. Please do not worry if you can’t. We understand that
this is short notice, and we will adjust as required.

 

Anyone required to
self-isolate will get a letter from Public Health with specific instructions on
what to do next. This letter will be emailed to you from your school principal
or a designated staff member. If you are not contacted, your child can continue
with regular activities.     

 

All students should plan to return
to school on Tuesday, October 5, except for those whom Public Health has
identified as close contacts and are required to self-isolate. If there is a need to keep the school closed longer, we
will let you know.

Hello Families of John Caldwell School,



 

I wish to advise you that we will continue with distance learning for all
students at John Caldwell School for the week of October 4 to 8.  At this
time, we feel that it is the appropriate response in light of the COVID cases
that continue to surface in the area.

and Guardians of Andover Elementary School, Perth-Andover Middle School, and
Southern Victoria High School,

 

Today we met
with the Regional Medical Officer of Health, who reviewed the current situation
related to Covid-19 in the three Perth-Andover schools. The recommendation is that in-person
learning will resume on Monday, October 4 for all three schools.  

 

There are some
important points that go along with this message:

 
If anyone in the school community is
experiencing symptoms of COVID-19, they must stay home and get tested. To
book an online test, please click “Get tested” on the GNB coronavirus
website (www.gnb.ca/coronavirus) or call
Tele-Care at 811.
The return to school is for the general
student and staff population who are no longer subject to a self-isolation
order from Public Health. However, if a student or staff member has a
Public Health letter that directs self-isolation until a specific date or
has received instruction from Public Health through a call, that directive
must still be respected. Likewise, directions for testing in those letters
must still be respected.
Should someone be unsure about their
isolation or testing status from the letter or a conversation with Public
Health, they should call the Public Health number on their letter for
clarification.
 

We look

Dear Parents and Guardians of John Caldwell
School,

 

Today we were informed of three new positive
Covid-19 cases at John Caldwell School. We are working with Public Health
officials to identify any students and school personnel who may have been in
contact with the cases.

 

Anyone required to self-isolate will get a
letter from Public Health with specific instructions on what to do next. The
letter will be emailed to you from your school principal or a designated staff
member. The letter will come as soon as possible but may not arrive
tonight. If you are not contacted, your child can continue with regular
activities unless they are already self-isolating, as advised by Public Health.


 

Students
will move to distance learning tomorrow, Friday, September 24th. 

 

With
the increased number of cases at the school and our concern for learning to
continue safely, we will extend distance learning for all students until
next Friday, October 1st, inclusive. This means students should plan to return
to in-class learning on Monday, October 4th.

 

Kindergarten to grade 5
teachers will communicate a plan for learning with parents. We
recognize that the opportunity to connect with the teacher may vary among
families. Please do not worry if you can’t. We understand that this is short
notice, and we will adjust as required.

 

For grades 6-12 students, teachers will move to
online learning per regular class schedules in most cases. Please watch
for communications from your teachers.

 

It is natural to want to know if your child may
have been exposed to the virus but to protect the privacy of students and
school personnel, other details, including names, will not be released.

 

Children and young people look to the adults in
their lives to guide them on how to react to worrying and stressful events.
Parents are encouraged to talk to their children about any anxieties and remind
them to treat one another with kindness and respect, in person and on social
media.

 

If your child is showing any symptoms of
Covid-19, you should:

 
Register
them online for a test by clicking “Get tested” on the GNB coronavirus
website (www.gnb.ca/coronavirus). OR
Contact
Tele-Care 811.
 

The 811 operators will evaluate your child
before sending them for testing. If you have questions that are health-related,
please write to COVID-19NB@gnb.ca

Dear Parents and Guardians of Devon Middle
School,

 

We have been informed of a positive
Covid-19 case at Devon Middle School. We are working with Public
Health officials to identify any students and school personnel who may have
been in contact with the case.

 

Anyone required to self-isolate will get a
letter from Public Health with specific instructions on what to do next. This
letter will be emailed to you from your school principal or a designated staff
member tonight or tomorrow. If you are not contacted, your child can continue with
regular activities unless they are already self-isolating, as advised by Public
Health.  

 

We will move to distance learning for
all students tomorrow, Friday, September 24th. Students will not
report to the school. Instead, students should sign in online and follow their
regularly scheduled classes.

 

Please note that at this time, all students
should plan to return to school on Monday, September 27th,
except for
those whom Public Health has identified as close contacts and required to
self-isolate. 
If this changes, you will be advised.
